DSI Workforce Integrated Performance System (WIPS) Access Form

Congratulations on being awarded a Department of Labor – Employment, Training, and Administration (DOL/ETA) grant! Your Division of Strategic Investments (DSI) National Grant Program Office has directed you to this page as the Authorizing Official to request a new account and/or modify existing access to the Workforce Integrated Performance System (WIPS) for DSI grants.
DOL Performance Reporting System – Workforce Integrated Performance System (WIPS)
DOL uses the web-based reporting system called WIPS for grantees to submit the Quarterly Performance Report (QPR) and the Quarterly Narrative Report (QNR). WIPS is an online, password-protected system that allows grantees to do the following:
- Generate, fill out, and submit a QNR.
- Upload a participant data file and certify it as a QPR.
After creating a Login.gov account, DSI grantees need to set up a WIPS account by filling out the DSI Workforce Integrated Performance System (WIPS) Access Form. Grantees must ensure that the email address used to request the WIPS account creation matches the email address used for creating the login.gov account. Only the Authorizing Official can request these accounts.
Types of Accounts
- Level 1 Certification Accounts have full access to all WIPS functions, including certifying reports.
- Level 2 Upload Accounts have access to all WIPS functions except certifying reports.
Note: Organizations with more than one DOL grant must request a separate WIPS user account for each grant.
Instructions:
- Download the form and open it with your preferred PDF software.
- Once the Authorizing Official completes the form, save it and email it as an attachment to your designated grant program mailbox.
