Session 3: Partnership Development: Motivating and Mobilizing Key Partners in Your Partnership

About

The Alamo Community College District team, whose goal is to expand apprenticeship in the healthcare sector, presented an issue of partnership development. They wanted to explore how grantees can motivate potential employer partners to engage with grant staff to implement apprenticeship programming. They tried identifying strategies for enhanced training partner engagement and brainstormed ideas on how grantees can motivate partners to mobilize based on previously made commitments.

The group asked questions of the Alamo team to understand grant challenges and to identify what type of partners they have been looking to connect with. The group asked these questions to understand Alamo's current situation and formulate potential solutions, allowing Alamo to troubleshoot their challenges by hearing from peers who may have experienced similar issues.

  1. Further develop the overarching grant message that will allow potential participants and sponsors to understand the benefits offered through apprenticeship programming.

  1. Partner with workforce boards to access their local partners and employers for outreach and recruitment while developing deeper relationships with the workforce boards to integrate Workforce Investment and Opportunity Act (WIOA) resources and services that can stack on top of apprenticeship programming.

  1. Research if there is union representation with potential employer partners to ensure apprenticeship programming will align with their union counterparts.

  1. Ensure incumbent workers of employers have a pathway to enter new apprenticeship programs to ensure both new hires and current employees are being served.

  1. Connect with faith-based groups for opportunities to conduct outreach with their congregations that may benefit from apprenticeship programming.

  1. Connect with YouthBuild for partnership opportunities to integrate Pre-Apprenticeship, the recruitment of participants into apprenticeship programs, and strategic planning with YouthBuild staff. Please note that while YouthBuild serves at-risk youth ages 16-24, CSG grantees must serve individuals aged 17+ who are not currently enrolled in secondary school.

  1. Inquire about Regional Sector Partnerships (RSPs) in and around San Antonio to connect with potential employers.

  1. Identify Pre-Apprenticeship as a strategy when meeting with employers and partners, keeping in mind that CSG grant funds cannot be used to pay for Pre-Apprenticeship programs.

  1. Perform research on becoming an apprenticeship Industry Intermediary and how this could benefit the overall goals of the grantee. Intermediaries serve as a liaison between sponsors, employers, and other apprenticeship stakeholders with the Office of Apprenticeship and Apprenticeship Training Representatives (ATR). There are opportunities to partner with current Industry Intermediaries as well.
